When Changing to patch 2.4.3 there are some game aspects that changed a lot.
One of these things was Expertise rating, It's Mandatory for a lot of in not all Melee Classes.
You need 26 expertise, so Mobs won't dodge your attacks, you need double for Parry. As you may know, expertise(Weapon Skill in PreBC) is very scarce on preBC items. Some Items like The Hungering Cold have it only. If nothing changes Casters have a 6.5% damage Advantage because the cap is impossible to bridge. My suggestion would be adding some kind of Buff into the game that would give you 26 expertise.
This wouldn't make the server more anti-blizzlike, it would make it more PreBC because there was no need for Expertise back in the days.
